Rick Wheeler is the Chief Operating Officer & Vice President of Business Development for Oakland Consulting Group. He has more than 25 years of experience in architecting and implementing innovative information technology solutions for state and local government entities across a broad geography.
Mr. Wheeler previously held the position of Vice President, Account Management and Business Development at DK Consulting where he led several projects in Health Services. Prior to DK Consulting, Mr. Wheeler was Vice President, Vertical Programs Strategy and Partner Management of Curam Software. He led Curam’s realignment into an organization focused on vertical industry solutions, in addition to developing key partner relationships.
Mr. Wheeler spent over 18 years with Accenture, where he held operational leadership positions including Managing Director, Government Health Industry, a practice which he led from entry to substantial revenue levels. He also served as Managing Director, Global Health and Human Services Industry, Accenture’s largest Public Sector Industry, where he produced rapid growth. Mr. Wheeler led a number of successful Health and Human Services projects.
Mr. Wheeler holds a Bachelor of Arts in International Studies from Washington College. He also holds the Project Management Professional Certification.
